The board reopened the public hearing on PB 2412 to consider a request from Al Couillard for a 90‑day extension while awaiting two outstanding state permits: an alteration of terrain permit and wetlands permit. Couillard told the board those reviews had minor questions outstanding and that the wetlands office has 30 days to respond and the AOT has 45 days; he requested a 90‑day extension to avoid repeated hearings.
In motion language read into the record the board amended its condition to require that evidence of completion of all conditions of the June 12 approval and certification of monumentation be submitted to the planning department by Nov. 18, 2024. The motion also required that once state permits are received, the date and permit number be added to final recording sheets and that recording materials be filed with the planning department within 10 days.
The motion was seconded and carried by voice vote. The board and applicant agreed staff will coordinate on next steps.
