Bullhead City Board approves line of credit, accepts donated parcel and adopts special-education regulation

At its Dec. 9 meeting the Bullhead City School Board approved several routine but consequential items. Trustees unanimously voted to establish a Wells Fargo line of credit for fiscal year 25 to provide short-term cash-flow protection if state deposits are delayed. The motion passed with recorded ayes from President Melinda Sobrowski, Charlene Diaz, Fred Rushton and Barb Zarzicchi.
The board also accepted a donated parcel of land from Avalon Realty LLC adjacent to the southeast corner of the Fox Creek Junior High football field. The superintendent described the site as an odd-shaped parcel at slightly lower elevation than the field and noted its potential as a buffer; trustees recorded unanimous approval for acceptance of the gift.
Trustees reviewed and adopted regulation IHB-R (Special Instructional Programs), which references administrative regulations related to special education access and services beyond age 16. The superintendent said the changes mostly reference administrative code and do not materially change district practice at elementary levels.
The board moved into an executive session under the cited Arizona statute to discuss employment-related matters and later reconvened to public session. After reconvening, trustees unanimously tabled item 7.2 (superintendent performance goals) until a special meeting scheduled for Thursday, Dec. 12 at 10 a.m.
Other routine items approved during the meeting included the consent agenda and adoption of the meeting agenda. The superintendent reported a clean FY24 audit with 10 minor findings, many already addressed; a written audit report will appear on a future agenda.
The board adjourned following closing items and calendar reminders about upcoming school holiday concerts and the regular January meeting date (Jan. 9).
