Several House members told the chamber that Proyecto de la Cámara 1557, which would have regulated short-term rentals, failed in the Senate despite prior action in the House. Lawmakers who supported the bill said the House had "fulfilled its word" and that the Senate’s rejection left the industry effectively unregulated.
Representative Nogales Molinelli, who said she and others voted in favor of Proyecto 1557 in the House, warned the lack of regulation could accelerate gentrification and increase short-term lodging without appropriate oversight. "Con la no aprobación del quince cincuenta y siete... se quedó totalmente desregulada la industria," Nogales said, arguing the measure sought to provide supervision and avoid displacement.
Supporters urged the Senate to revisit related legislation (including Proyecto de la Cámara 2032 on protocols for adult abandonment in hospitals) and asked House members to contact senators in favor of reconsideration. The transcript records speakers’ reactions and requests for the Senate to act but does not show Senate debate or the Senate’s explanation for the defeat.
