Temple City Council approves firefighter expansion, downtown office purchase and several land-use items

The Temple City Council approved several agenda items during its January 2025 meeting, including staffing, real-estate acquisition and land-use approvals while postponing several other agenda items.
On the consent agenda, Council member Grant moved to approve items 4a–4t excluding items 4q and 4s; Council member Pilkington seconded the motion and the consent agenda passed 4–0. Item 4q (a proposed resolution supporting an age-restricted housing tax-credit project by Brownstone Affordable Housing Limited that would have provided fee waivers up to $500) was removed from the consent agenda and tabled at the applicant’s request by unanimous vote.
Council considered item 4s, authorizing the purchase of the downtown Veil office building and two parking lots and authorizing closing costs with an estimated not-to-exceed amount of $3,325,000; the motion to approve was made by Mayor Pro Tem Tim Walker, seconded by Council member Grant, and passed with three yes votes and one abstention (Council member Pookington).
In public hearings and first readings, the council adopted an ordinance to increase the firefighter classification by six positions (raising the authorized count from 55 to 61) to help reduce overtime and meet minimum staffing requirements; Miss Raymore said funding is available and the position additions were vetted by finance and the city manager. The motion to approve the firefighter classification increase passed 4–0.
Several land-use items were postponed by unanimous votes: Item 6 (voluntary annexation of about 19.142 acres at 9738 West Highway 36), Item 7 (conditional use permit for an RV park on ~29 acres), Item 8 (rezoning of ~19.89 acres), and Item 10 (conditional use permit for a recreational park on ~24.826 acres) were all delayed to undetermined dates.
Planning staff presented Item 9, a rezoning of a 0.04-acre parcel at 2 Woodland Trail in Belton from AG to General Retail to accommodate a renovated convenience store and fuel sales; the Planning & Zoning Commission recommended approval 7–0 and council approved item 9 by a 4–0 vote. The council also approved the final plat for NamUs Temple Townhouses, a 1.63-acre replat creating 22 townhouse lots with a hammerhead turnaround exception to cul-de-sac requirements; public works and the fire department raised no objections and the council approved the final plat 4–0.
