City planning staff told council they had received a request to table the annexation and conditional-use permit related to a proposed RV park at State Highway 36, saying water availability and CCN boundaries are the central unresolved issues.
"Water is a big challenge," staff said, noting the property sits outside the city’s CCN and that city water lines are about a mile away; staff said that makes answering water-service questions a prerequisite for meaningful site-plan consideration. Council and staff agreed the annexation and the conditional-use permit are being held so the developer and staff can resolve water and infrastructure questions.
Neighbors and commenters raised safety concerns about access on Highway 53, including historic crash locations and limited turning options. Resident Skibo Reichert said he had repeatedly requested a left-turn lane into a nearby subdivision and worried inexperienced RV drivers would increase crash risk. Staff explained the protest process, saying notices go to property owners within a 200-foot boundary and that a protest from owners meeting a 20% area threshold would trigger a supermajority council vote requirement.
Staff asked council to accept the tabling request and to look at traffic and thoroughfare-plan implications before the item returns. No final council vote on annexation or the permit was recorded in the workshop; staff said the item will return when those infrastructure and traffic conditions are resolved.
