LSP board details online licensing portal, exam updates and forthcoming regulation changes

Terry Wood, executive director of the Massachusetts Board of Registration of hazardous waste site cleanup professionals, told the Waste Site Cleanup Advisory Committee that the board rolled out an online portal as part of ePlace in fall 2023 that allows Licensed Site Professionals (LSPs) to file renewals, apply for licensure, sign up for exams and pay fees electronically.
"It allows LSPs to submit renewals electronically," Wood said, adding that the board now sends reminders and notices by email and will continue to accept checks while encouraging online use. He said staff will assist any users who encounter problems.
Wood said the board is reviewing all current LSP exam questions to align them with recent amendments to the MCP and plans to add a fourth version of the exam to the three versions currently in use, with a goal of having the updated exams ready by the end of the year. The board is also preparing proposed regulatory amendments to reflect electronic submissions and payments and to clarify continuing-education requirements, including rules for online courses.
"The amendments will be proposed publicly," Wood said, describing an anticipated promulgation process that will allow stakeholders to review and comment before any changes become final. He also said the board is actively working to conclude open disciplinary investigations and is committed to resolving cases expeditiously.
Millie, speaking on behalf of the Massachusetts Department of Environmental Protection (MassDEP), thanked the board for the updates and welcomed the quarterly participation. She said MassDEP often collaborates on technical site issues and stands ready to assist LSPs in arriving at permanent solutions under Chapter 21E-related processes.
No formal votes or rule adoptions were recorded at the meeting; Wood said the board hopes to begin the public promulgation process for regulatory changes "in the near future."
