GIC authorizes contract with recommended dental and vision consultant after single bid

The commission voted unanimously to authorize the Group Insurance Commission to award a contract to the procurement team’s recommended dental and vision benefits consultant following a staff presentation and brief discussion.

Director of Vendor Management Cameron McBean told the commission the current plan year beginning July 1 is the final year of the GIC’s five-year dental and vision contract cycle and that the procurement to source consulting support was conducted over the summer and fall. McBean said the team received only one bid for the consultant role — an outcome staff characterized as unexpected — and recommended the commission move forward with the single responsive bidder, identified in the staff record as "locked in." McBean told commissioners the firm is a well-resourced brokerage/consultancy and that Patrick Harrigan (named in the record) would lead the engagement.

Commissioners asked questions about supplier-diversity (SDP) commitments and how scoring was applied; staff said the SDP weighting is a 25% state-mandated component of the bid evaluation and that the recommended bidder committed to a 1% SDP scoring component in this procurement. Commissioners also asked whether the limited pool of bidders could have been affected by incumbent-market dynamics; staff said incumbency and market expectations likely influenced bidding and that a post-mortem will be conducted to assess why fewer bidders responded.

Chair Valerie Sullivan then called for a motion to authorize contracting with the apparent successful bidder. Commissioner Bobby Kaplan moved; Liz Shabet seconded; General Counsel Andrew conducted a roll-call vote and the motion passed unanimously. Andrew noted the contract will be circulated electronically for signatures in the coming weeks.

The formal action authorizes staff to finalize and execute the consultant contract and to return procurement follow-up reporting as requested by commissioners.
