Council approved a contract (motion recorded) with the vendor identified in agenda documents for administrative EAP services for a cost not to exceed $4,037 for calendar year 2025. The motion passed on unanimous voice vote.
Human Resources staff briefed the council on proposed insurer renewals through Blue Cross and Blue Shield of Oklahoma and explained small changes to employee cost-sharing aimed at keeping the city—s expense flat. HR told the council it increased the employee deductible from $750 to $1,000 and raised prescription copays; dental rates rose modestly but were absorbed mostly by employees. HR said prescription costs account for roughly 43% of the plan—s overall projected cost and the changes should hold city expenses approximately flat for the year.
HR also presented an annual staffing and training report: the city posted 44 job openings on Indeed this year, recorded 1,690 applicants and 2,167 application starts, and completed 883 hours of staff training within the HR program. The HR director said onboarding materials are completed within a week of hire and highlighted 49 employees who received voluntary CPR training.
Council accepted the report and approved the EAP and insurance renewals, directing staff to provide the missing backup documentation that had not been available with the meeting packet.
