The Claremore City Council approved a contract with Trilliant Networks for managed hosting and support of the city’s meter software and network as part of a migration away from GE systems.
City staff, led by Tim (S6), presented three options from Trilliant: a fully in-house hosting option (about $90,000 per year), a managed/hosted support option (the recommended option at approximately $178,920 per year) and other variations. Staff recommended the managed option so Trilliant would host servers, maintain software and firmware, monitor network health and perform day-to-day remediation to improve meter read percentages.
Tim explained the recommendation was meant to avoid early operational failures while the city builds internal capacity. He said the city would own hardware purchased through the contract and the arrangement would be reviewed year-to-year to determine whether and when to bring additional functions in-house. Staff and council discussed preserving data connectivity, tracking calls to Trilliant to compare costs, and the possibility of transitioning more work to city staff after gaining experience.
Councilors questioned read-rate performance and costs. Staff reported current read rates run about 96–97% and that improved network management under the Trilliant plan could raise that figure. Tim and others described on-the-job training and a plan to track costs and support calls to enable future comparisons between hosted and in-house operations.
A motion to approve the staff recommendation passed on a roll call vote. The contract was described as an annual service and maintenance arrangement; staff said they will monitor performance, track support call costs and report back to the council as the city gains operational experience.
