Council permits temporary alcohol at Happy Lake for mountain-bike race

The Claremore City Council voted to waive City Ordinance 99.05, temporarily permitting alcoholic beverages at Happy Lake for the Shoreline/Tread mountain-bike race scheduled for Sept. 6–8, 2024.
City staff explained that alcohol is normally prohibited in city parks, and that the council has authority to grant temporary waivers. An event organizer and volunteer, Rory, told the council the race attracts riders from multiple states and praised the city’s volunteer trail network, highlighting recent volunteer-built amenities and the race’s tourism value. “This is always my annual opportunity to say thank you,” Rory said.
Council members moved to approve the waiver after a brief discussion and voted in favor. The motion included the dates of the event; the staff clarified that park restrooms are locked at night and that event planning accounts for park access and safety. The vote was recorded in the meeting roll call and the waiver was approved without amendment.
The council did not attach additional conditions to the waiver at the meeting; staff will follow normal permitting procedures for the event.
