The board then approved PDSP 2024‑3 on a motion by Bob Gagne, seconded by Brian Beaupre, again with Wellington recorded as abstaining.
The application was submitted by Keach Nordstrom Associates Incorporated for the Boy Scouts of America, and staff presented the waiver and staff recommendations at the hearing. The board’s approval incorporated staff recommendations and findings of fact as stated in the record.
