Summary

The Manchester Committee on Community Improvement approved a request for $170,000 to expand the women’s locker room but made the approval contingent on locating financing or including the project in the FY26 budget.
Fire Department leadership presented the request and said the department’s current operating budget cannot absorb the project cost. The committee discussed the urgency of beginning construction sooner if funds can be found and the fire chief said the department has nearly doubled its female officer complement over the last three to four years and that the project should be a priority in FY26 if immediate funding is not identified.
A committee member asked, "Is this for biological females only?" and the fire chief responded, "This locker room right now is for females only. Biological females. That's correct," noting internal discussions would continue should that become a challenge.
The committee moved to approve the expenditure contingent on finding financing (or via the FY26 budget) and voted to approve; the chair said the request will be revisited through the normal budget process or if funds are located earlier.
What’s next: Staff were directed to continue pursuing funding opportunities and to revisit the request during the FY26 budget process if no earlier financing is found.
