Committee approves multiple grant acceptances and CIP adjustments, refers ARPA packages to BMA
Summary
The Committee on Community Improvement approved a series of budget amendments and grant acceptances —including funds for SWAT equipment, a Justice Assistance Grant, an intelligence liaison officer program, violence-prevention programming, lead service line replacement and deferred parks maintenance — and referred ARPA project packages to the Board of Mayor and Aldermen.
The Manchester Committee on Community Improvement on Dec. 5 approved a set of budget amendments and grant acceptances covering equipment, grants and capital improvements and referred several American Rescue Plan Act (ARPA) reallocation packages to the Board of Mayor and Aldermen (BMA).
The committee unanimously approved an amending resolution to accept and expend $11,867 for CIP 411325 (SWAT search and rescue equipment). A separate resolution to accept and expend $200,930 for CIP 411425 (Justice Assistance Grant) also passed on a unanimous vote. The body approved a $45,000 allocation for an intelligence liaison officer program (CIP 411525) and a $93,000 grant for CIP 411625 (Stop Violence Against Women). Those motions were moved and seconded and carried with recorded 'Aye' votes.
The committee approved a $305,000 appropriation for CIP 712625 (lead service line replacement); the chair later noted a revised communication from Phil Crozdell indicating the amount includes a $305,000 bond. A transfer and expenditure of $94,440.52 for CIP 51025 (Park Deferred Maintenance) and $8,481.20 for CIP 510324 (Park deferred maintenance) were approved. The committee also approved repairs for the Livingston pool (CIP 510422) and $34,825 for downtown sidewalk repair (CIP 711-623).
Fire and emergency items were approved as presented: the committee accepted a $25,000 HazMat team grant from the State of New Hampshire and authorized the use of $531,332.99 in impact fees to offset increased construction costs for EOC upgrades. Central Fleet Services Director John Hopkins requested authority to issue an RFP and enter into contracts to purchase two fire department engines; the committee approved that request and an extension of CIP 710324 (central fleet deferred maintenance) to Dec. 30, 2024.
Each motion was made, seconded and approved by recorded vocal 'Aye' responses. No recorded 'No' or abstain votes were present in the committee transcript for these items. The motions approved at committee will be forwarded to the full Board where applicable.
A procedural note: the chair recorded a revised communication from Phil Crozdell regarding the lead service line replacement appropriation that references a related bond.
What’s next: The approved items will be forwarded as appropriate to the Board of Mayor and Aldermen and to procurement or finance staff for implementation. Several items (including ARPA packages) were referred to the BMA for final action.
