Board tables Millennium Running request after packet showed far larger estimate than recommended limit

The Manchester Board of Water Commissioners on Nov. 21 tabled a request from Millennium Running to advertise a 2025 race that would traverse Manchester Water Works property, sending the matter back to the administrative subcommittee to set clear restrictions.
Staff and members of the administrative subcommittee said the committee had discussed limits and other conditions but had not finalized language to be added to third-party-use rules for watershed property. Staff said a recommended restriction would set a maximum of 250 runners for the race; board members rejected the applicants packet estimate of 1,750 participants as inconsistent with that restriction.
"The restriction is maximum 250 runners in the race," staff noted while describing the packet and the committee discussion. Another board member read the applicant estimate: "He estimates the participants as 1,750," which commissioners said would be unacceptable.
A motion was made to table the request so the administrative subcommittee could meet, firm up recommended restrictions and return to the board at the December meeting. The motion to table was seconded by Commissioner Kotowski; roll call vote was recorded with Brown yes, Kotowski yes, President Sullivan yes, Hamer yes. The motion passed and the board set the item for follow-up.
The board approved the date with the understanding that advertisement and final permission will be conditioned on committee-developed restrictions and staff confirmation.
