Water board advises ZBA it has no objection to Kaynes Auto Sales request, contingent on drainage and sewer work

The Manchester Board of Water Commissioners on Nov. 21 voted to advise the Zoning Board of Adjustment that it had no objection to planning-board findings regarding Kaynes Auto Sales, but the board conditioned its recommendation on the company completing drainage improvements and connecting the property to the city sewer system.

Staff told commissioners the applicant sought to construct a separate garage and to sell recreational vehicles on property located within the Lake Mesa Besic overlay district, and that RV sales are disallowed by overlay regulations. According to staff, John negotiated with the applicant to require drainage upgrades and a sewer connection to mitigate watershed impact.

"They wanted to put up a separate garage building and sell RVs," a staff presenter said, describing the request and the negotiated public-health and watershed protections. The presenter said the sewer connection and drainage work would benefit the water department and watershed and that similar accommodations had been allowed previously for other businesses after required improvements.

Commissioner Kotowski moved and Commissioner Hamer seconded the motion to advise the ZBA of no objection, contingent on the work described in the board packet. On the roll call vote Commissioners Brown, Kotowski, President Sullivan and Hamer voted yes; Commissioners Hayworth and Cornell were recorded absent. The motion passed.

The board did not adopt an ordinance or change zoning itself; its action was an advisory recommendation to the ZBA tied to the applicant's completing the mitigation work. The planning board had not yet approved the applicant's proposed work at the time the board discussed the matter.
