The Manchester Water Works Board voted to approve a petition from a developer to extend water service to a large mixed-use project that spans Londonderry and Auburn.
Staff told the board the system has capacity in the vicinity (24-inch and 16-inch mains on the routes identified) and that the developer will pay to install roughly 29,840 feet of new pipe ranging from 8- to 16-inch diameters; staff said the build-out could take more than a decade. Because Manchester holds franchise rights in Londonderry but not Auburn, the board noted the Auburn portion will require a Public Utilities Commission franchise extension, which staff estimated would take three to four months.
Board action: Commissioner Hamer moved approval, seconded by Commissioner Harworth; roll-call votes were recorded and the motion passed unanimously. Staff said there is no immediate cost to the Water Works for the construction because the developer covers pipe installation; future considerations include hydrant and fire-flow requirements for industrial parcels in Auburn.
Next steps: staff will pursue the PUC franchise extension for Auburn and coordinate with the developer on design and phasing, and will bring franchise documentation to the board when ready.
