Commissioners approve consent agenda, GeoCycle lease, cell-tower entry and ARPA-funded planning services

Allegany County commissioners approved a multi-item consent agenda and several property and contract actions during the meeting.
County staff recited 15 consent-agenda items encompassing personnel-rule amendments for correctional positions, family and medical leave act rule changes, an MOU for transit vehicle preventive maintenance, a $40,000 Justice Assistance Grant for sheriff's office crisis-intervention training, purchase of two sheriff vehicles (approximately $96,895, with $60,000 from ARPA funds), a $100,000 waste-management surety bond, a $32,854 pickup purchase for the roads division, a request for $700,000 in local matching funds for a tunnel restoration project, a Columbia Gas right-of-way for Laurelhurst Boulevard, issuance of 2025 salvage-yard licenses, reobligation of ARPA funds, an amendment extending a DHCD demolition grant to 2025, a Potomac Edison easement for county property on Laurel Hill Road, a $36,900 EDA-funded award for tourism strategic planning services, and the approval of a $99,100 chain-link fence at 23302 Western Port Road to secure the GeoCycle site. The board approved the consent agenda by voice vote.
Separately, the board approved a lease-option to GeoCycle USA for county property at 23302 Western Port Road to enable a community tire collection facility; staff confirmed GeoCycle had applied for Maryland Department of the Environment permitting, is permitted as a hauler, and will transport collected tires to a Pennsylvania TDF-4 facility. Commissioners also approved a right-of-entry allowing the State of Maryland to enter county property behind Bishop Walsh School to build a cell tower, and approved a $107,500 engineering professional services agreement (HRG) paid for with ARPA funds to design a green space in partnership with the City of Cumberland.
All listed motions were approved by voice vote.
