Perry approves TAP sidewalk agreement, commits $96,050 local match for 7th/First Street project

The Perry City Council voted to approve a project agreement with the Oklahoma Department of Transportation for a Transportation Alternatives Program (TAP) sidewalk project covering segments of 7th Street (Delaware to Ivanhoe) and First Street (US-64 from 7th to North 8th). The state job number is 386260405607 and the project requires a local match of $96,050, which staff said was already carried in restricted general-fund balances.
City engineering staff described multiple alignment options, ADA ramp locations, and areas where existing sidewalk could be preserved rather than replaced to save funds and potentially extend the project farther north. Council discussed site-specific issues including a high curb/step near the bank, visibility at the Elm/7th intersection, drainage and curb-and-gutter constraints, property easements near apartment parking, and how to avoid placing sidewalk directly over water mains.
Council asked staff to return with engineered renderings and cost comparisons for two or more alignment options (for example, keep sidewalk in existing alignment vs. moving it farther from the road where feasible) and to consult property owners and the school on crosswalk placement near the elementary school. Staff said ODOT will negotiate scope with the engineering firm; the contract award and the local match appropriation were approved by roll call during the meeting.
The council also instructed staff to explore small changes (change in curb details, light placement, and minor grading) that could reduce contractor costs and increase the amount of sidewalk that can be constructed within the grant dollar amounts.
This approval authorizes the city to proceed with design and right-of-way work necessary to secure the TAP funding and move into construction planning. Staff will bring back detailed renderings and recommendations on parking and drainage solutions before final construction authorization.
