Del City council approves interlocal deputization agreement, adopts personnel ordinance and sets election dates

Del City council voted to enter a five-year interlocal agreement with the Oklahoma County Sheriff to deputize designated Del City investigators, adopted Ordinance 1432 to modernize the personnel code, approved election notices for Feb. 11 and Apr. 1, and passed routine consent items and a retirement application.
Del City council on Oct. 21 approved a set of administrative and public-safety items, including a five-year interlocal agreement with the Board of County Commissioners of Oklahoma County that allows Del City police investigators designated by the city chief to be deputized by the Oklahoma County Sheriff.
A police representative told the council the agreement is "an insurance policy" that permits investigators deputized by Sheriff's Office leadership to operate under county authority when following suspects outside city limits and to improve interagency investigations. The representative said the arrangement is selective and reserved for agencies with professional relationships with the county sheriff.
The council also unanimously passed Ordinance 1432, an update to Chapter 15 (personnel) that the city described as modernizing outdated ordinance language (for example, references to federal leave policies), consolidating personnel rules into a policy-format handbook and simplifying classification and recruitment provisions. Director Fielding told council members the ordinance evolved after review by legal staff and multiple internal meetings.
In other formal business the council approved the consent docket (minutes of Oct. 7, 2024, and a budget amendment for FY 2024-25), adopted Resolution No. 20241021a giving notice of a primary election on Feb. 11, 2025 and a general election on Apr. 1, 2025 for Wards 2 and 4, and authorized the mayor to endorse the documents. Council members also adjourned to the Del City Municipal Services Authority, the Del City Economic Development Authority and the Oklahoma Municipal Retirement Fund to conduct related trust business.
During the OMRF session trustees approved a retirement application for Charles Sedeno, a longtime city employee at the treatment plant, who will receive a normal retirement effective Oct. 31. The council and trustees recorded routine motions with unanimous ayes for these items.
The county deputization agreement will remain in effect for five years after the effective date and requires the chief of police to designate which officers may be deputized; the council authorized the mayor to execute the agreement. The city indicated legal review occurred and that staff recommended approval to improve cross-jurisdictional investigations.
