City staff and the contractor reported that "the roof of the pipe is completely eroded away," a finding that led staff to rule out trenchless fixes such as slip-lining and pipe bursting. "If it's that bad for half the pipe, we're pretty much assuming that it's that bad for the rest of the pipe," the project lead told the council during a detailed briefing on repair options.
