Chickasha council approves franchise with Blue Peak Fiber after extended Q&A on construction, language access and support

The Chickasha City Council approved a nonexclusive franchise agreement with Clarity Telecom LLC, doing business as Blue Peak Fiber, after an extended presentation by Randy Butler, Blue Peak's director of government affairs, and a line of council questions about construction practices, signage, language access and maintenance.
Butler described Blue Peak as a company that began in the Dakotas and has expanded into Oklahoma, listing towns where the company has worked and saying the company expects to invest about $6,000,000 or more to build infrastructure in Chickasha. He said the company plans to offer a minimum of 1 gigabit per second symmetrical service for residential customers and up to 10 Gbps for businesses, and suggested introductory residential pricing of about $55 per month for 1 Gbps service.
Council members raised concerns about crews entering rights‑of‑way, leaving construction debris and flags, potential visual impacts from equipment and pole attachments, and whether supervisory staff can communicate in residents' primary languages. Butler said Blue Peak will provide an 800‑number ticketing system and provide a construction manager and contact information so citizens can report problems; he also said the company holds permits from the local power utility (PSO) and will perform preconstruction meetings with city staff.
City staff and the company told council the franchise language complies with federal law governing franchise agreements and that the agreement is nonexclusive; council voted to approve the agreement on roll call.
Council members asked staff to ensure the company provides contact information for the city and residents and to track open tickets; Blue Peak said it conducts weekly or biweekly coordination meetings with cities during construction and will assign local points of contact and an 800 customer support line.
