Votes at a glance: Chickasha approves CDBG closeout, food-for-fines, grants and routine contracts

Chickasha — The Chickasha City Council completed several formal votes during its Oct. 7 meeting, approving grant closeouts, resolutions, contract authorizations and routine renewals.
Key votes and outcomes
- CDBG water-system closeout: Council accepted Resolution 2024-26R, closing out Community Development Block Grant Project 18608 CDBGSC-22. Staff reported the original award amount as $1,905,714 and said 52.87% of beneficiaries within the target area were low-to-moderate income. Final inspection was reported by Scott Pahn, PE. The resolution passed by roll call.
- Food-for-fines program: Council adopted Resolution 2024-24R to operate a municipal "food-for-fines" program from Nov. 4 through Nov. 22, 2024, to allow residents to reduce municipal fines by donating to local food pantries. Staff said the program has run before and benefits local food assistance efforts.
- Insurance renewals: Council authorized staff to renew general liability, property and auto insurance coverage with OMAG (Oklahoma Municipal Assurance Group) for city policies.
- Central Business District grant: Council authorized a disbursement of $124,750 for a Central Business District building grant to 117 N. Second St., applicant Hennautics Inc., doing business as Luigi's.
- Flood mitigation contract: Council approved a master service agreement and Task Order 1 with Messick and Associates to prepare preliminary design and federal grant application materials for the Chickasha flood-mitigation project (see separate coverage).
- Road overlay interlocal: Council authorized a two-inch Type B asphalt overlay from 29th Street to Grand and from Grand to Country Club for an amount not to exceed $152,473.25 under an interlocal agreement with Grady County District 3.
- RFQs for plant management services: Council authorized staff to solicit requests for qualifications (RFQs) for management services for the existing water treatment plant, wastewater plant and industrial pretreatment program in advance of current contract expiration.
The council approved the items listed above by voice and roll-call votes during the meeting and then adjourned. The municipal authority and airport authority subsequently met, approved their consent dockets and adjourned as well.
