Stilwell council delays EMS funding decisions pending CPA report and formation clarity

Councilors in Stilwell spent substantial time discussing whether the city should assist Adaire County EMS with monthly EMS payments and with the purchase of a new ambulance, but the body ultimately declined to act pending clearer financial documentation and legal review.

Multiple council members said they had not received an official report from the city accountant and emphasized that decisions should wait until the CPA finishes the analysis. One council member summarized the situation as "we're waiting on the official report," saying the CPA expected to complete it by July 1.

Members raised legal and fiscal concerns about providing city funds to an externally formed EMS provider. One council member said the EMS's formation (a trust versus a properly constituted ambulance district) matters for whether the city can legally provide financial assistance. "I don't think we should until... their financial house is in order," the member said, noting repeated requests for clear documentation over several years.

On the specific question of whether the city should assist with buying an ambulance, council members debated the policy and the potential for grants if the EMS were designated as a city entity. No motion to fund the ambulance passed; instead, the council agreed to take no action and to wait for the CPA's official numbers and for staff to provide legal clarification.

Council members also discussed whether any retroactive reimbursement (for months the city covered services) would be appropriate but left that question for future deliberation once figures are provided. The council's reluctance to commit taxpayer funds without complete information guided its choice to defer.
