The engineer told the council he has worked with Patriot on prior projects and has had positive experience: "They've always done excellent work and been easy to work with when you need to deviate due to some kind of unforeseen field condition," the engineer said during a phone-in explanation to the council.
Staff and the engineer also described options to use available grant contingency to upsize the main and extend the line to the west side of 32nd Street to serve future development, potentially avoiding costlier bores later. The engineer said he already sized the line to make future west‑side connections easier.
Council members expressed initial concern that the apparent low bid was below the engineer's estimate but were reassured by the engineer's recommendation and by noting the bid will be secured with performance and maintenance bonds. The council authorized the mayor to execute the construction contract upon receipt of the required bonds, insurance and power of attorney from the contractor.
Contract value: $341,507. Next steps: staff will finalize contract documents, verify bonds and insurance, and coordinate any approved scope changes (unit‑price work) to use grant funds for added sewer extension if appropriate.
