A committee member asked for a review of a prior large contract for the enterprise financial system (EFS) that was cancelled after implementation failures. A speaker summarized the failure as a vendor inability to connect with users and to migrate legacy data, and said corrective actions include a new vendor engagement process in which the Comptroller’s office has sought user involvement.
"The vendor really wasn't connecting with the users ... they couldn't produce ... they couldn't unload ... upload all the old data into the new data system," a committee member said, describing the reasons the contract was cancelled. Committee members said a public briefing would be helpful so the IT Steering Committee can learn lessons and confirm corrective steps.
The chair agreed to invite Comptroller Keith Regan to the next ITSC meeting to give an update on the enterprise financial system and corrective actions.
