ETS presents draft 2025 state IT strategic plan; committee asks for prioritization and metrics

Enterprise Technology Services presented a draft "2025 IT strategic plan" to the IT Steering Committee and said the plan will be finalized for publication before the start of the next legislative session in January.
"I guess we would call it the 2025 IT strategic plan with the intention to publish it before the start of the legislative session in January," said UC Sapola, who walked the committee through the draft and the process used to develop it, including interviews and workshops with department leaders and an analysis by the vendor Infotech.
ETS described seven strategies intended to align IT work with department business priorities: optimize process efficiency; improve system modernization; maximize shared services; provide business continuity and resiliency; build a modern IT workforce; enhance cybersecurity protection; and optimize the responsible use of data and AI. ETS staff said each strategy includes specific IT goals and supporting tactics that will be refined with department partners.
Committee members praised the draft but pressed for concrete implementation detail. "For each item ... I would like to see how much change do we hope to accomplish ... what's the technical feasibility and what's the budget and resource requirements," said Eugene Chang, urging ETS to attach scope, feasibility and resource estimates to major initiatives. Senator Moriwaki and others asked whether ETS has point people and the staffing to carry out the plan; ETS said department IT leads and ETS point people exist but that further workgroup convenings in 2025 will define priorities and sequencing.
ETS said the draft reflects inputs from department directors and deputy directors and that the next steps include convening stakeholders to translate strategy into actionable, prioritized projects. ETS also pointed to HRS 202743 (statutory guidance cited in the meeting) as part of the framework that links the state strategy with department IT strategies and budgeting.
The committee did not take formal action on the draft at the meeting; ETS will update the document and return with more detail on implementation, points of contact and prioritized workstreams before submitting the final plan to the legislature.
