UMass expert outlines ARRW center, technical hurdles for East Coast offshore wind

Doctor Sanjay Awadi, a faculty member at the UMass Wind Energy Center, told conference attendees that UMass Amherst was selected by the U.S. Department of Energy to establish and lead the Academic Center for Reliability and Resilience of Offshore Wind (ARRW). He credited federal support and state matching funds for making the center possible and said the center will operate over five years to train postsecondary students for the offshore-wind workforce.
Awadi gave historical context, noting early regional innovation and the role of U.S. institutions in seeding industry growth. He highlighted Block Island and Vineyard Wind 1 as early milestones and said developers have begun signing tribal benefits agreements and engaging stakeholders early in the process.
On technical issues, Awadi cautioned that Eastern North American conditions create distinct engineering challenges: hurricanes and major winter storms, sea icing in northern waters, and local geotechnical conditions that differ from European sites. "We're going to need new kinds of foundations," he said, and stressed the need for a coordinated transmission grid to move power across long distances of ocean.
Awadi also described competing market pressures: developers favor larger machines for greater output while turbine manufacturers seek time to standardize designs. He warned that the system will be "an infrastructure system made of thousands of huge structures spread across 100 of miles of ocean," and that planning should consider both physical infrastructure and workforce needs.
The UMass-led center and related academic work, Awadi said, will support research, testing, and workforce development as the region scales offshore-wind deployment.
