Residents praise downtown, raise parking concerns and urge turnout at Owosso council meeting

Residents used the Nov. 4 Owosso City Council meeting’s public-comment period to praise downtown improvements, raise a specific parking-access request and urge neighbors to vote.
Chris Eveleth thanked council members for their service and acknowledged outgoing members. Anne Gambo Hall, who lives outside the city but calls Owosso her hometown, praised downtown beautification efforts — including flower boxes, benches and local businesses — and urged the council to continue policies that welcome newcomers.
A property owner and manager of 326–328 North Washington (speaker 6) asked the council to mark a parking space immediately in front of a gated tenant entrance as no-parking because cars parked there make it difficult for tenants to enter and exit. She said she brought a photo to illustrate the situation and requested the council’s help.
Kelsey Lighthill, a 33-year-old resident, thanked Councilmember Dan Law for encouraging new attendees, urged younger residents to attend meetings and reminded residents to vote in the upcoming election: “Also, don't forget to vote tomorrow and remember some of the faces that you do see regularly at these meetings,” she said.
The mayor reiterated public-comment rules (one 4-minute comment early in the meeting, one 3-minute later) and the council moved on to routine business. No formal city action on the parking request was recorded during the meeting; it was raised as a citizen request for staff or council follow-up.
