Treasurer Goldberg told the Joint Committee on Ways and Means that the commonwealth’s financial assets remain substantial and that several state funds and programs are positioned to support priorities.
On the stabilization fund, the treasurer said the balance is strong and can be used strategically. “The balance in the fund is a strong $8,400,000,000,” she said, and noted recent legislation to use a portion of interest earnings to support federal matching and infrastructure grant efforts.
Goldberg reported that the state retirement investment trust (PRIM) now has a $110.5 billion balance and has delivered robust trailing returns; she also outlined stewardship priorities including climate transition planning and transparency. On unclaimed property, the treasurer said the division returned about $167 million to owners in FY24 and is projecting higher reversion targets for FY26.
The treasurer described lottery performance (about $6.168 billion in total revenues; $1.159 billion returned to municipalities) and said ILottery is on a startup timeline that — if funded by January 1 — would not generate meaningful revenue for FY26 but could produce net online profits starting in the first full year of operations. She projected ILottery net profit growth over a multi‑year horizon but cautioned the committee that the 2026 fiscal year would not include online revenue unless funding is approved and implementation occurs earlier than forecast.
Committee members thanked the treasurer for the detail and posed follow‑up questions focused on ILottery timing and PRIM stewardship. No formal actions were taken during the hearing.
