Civilian board accepts DIG case findings, votes to follow up on sustained allegations and request more transparency

Board member Strickland presented a batch of cases and said the committee agreed with the DIGs recommended findings where applicable. Examples highlighted in the meeting included case 0153 (complainant alleged an officer failed to properly investigate an assault; DIG found no misconduct and recommended a finding of unfounded) and case 0456 (investigation found force used was within policy but a separate allegation of profanity by one officer was sustained). Strickland said the board accepts the DIGs findings and paused to request additional follow-up on excessive-force cases.
On case 0492, DIG found officers displayed firearms within policy but failed to complete a required taser/firearm display form; DIG recommended that omission be sustained. Strickland made a separate motion to accept the DIG-initiated sustained allegation for case 0492 and to request specific follow-up on DIG-sustained allegations; the motion passed by voice vote.
Board members raised procedural questions about when officers must issue citations (on-view rules and prosecutor-office charging practice), the limits of DIGs investigative authority and the role of body-worn camera evidence in sustaining or unfounding claims. The board acknowledged operational reporting limitations and pressed for better public tracking of cases. "I think it's important that we have a public database," Strickland said, urging the city to consider funding and technical solutions to make case materials accessible.
The board also discussed the Department of Justice review of CPD, noting DOJ recommendations to track level 0 and 1 uses of force and to collect demographic data for better analysis; CPD representatives said work to expand tracking and demographic reporting is underway. The board adjourned after voting on motions and scheduling follow-up items for the October meeting.
