The review committee — which included Darren Brown, Jeff Champion, Craig Sparks, Jim Ledbetter and finance staff — scored Moment higher and Moment's proposal was roughly $150,000 lower than Vision’s.
"Momen Construction was the 1 that the review committee ... scored higher than Vision Construction based on their proposal," Unidentified Speaker 3 said, adding that staff will meet with the selected contractor to negotiate a contract price and a guaranteed maximum price (GMP) to present to the board for approval.
Staff noted the CMAR selection is the step before negotiating scope and price; the work session discussion included the possibility of value engineering and alternates (including raising a playground by six inches). Unidentified Speaker 2 said the proposals will become public and the county would explain scoring and selection criteria to interested contractors.
The work session did not record a final contract approval. Staff described next steps: negotiate the GMP with the selected firm and then return the negotiated contract and GMP for formal board consideration.
