Environmental commission urges SMART targets and data collection for Binghamton Climate Action Plan (RL 24-207)

Scott Laufer of the environmental commission called the city’s net‑zero‑by‑2035 goal “laudable” but urged the council to convert goals into SMART (specific, measurable, achievable, relevant and time‑bound) targets. He asked the council to identify target quantities and attainment dates and to name responsible implementers, saying that without regular progress checks ‘‘2035 will be here quicker than realized.’’
Laufer recommended including the New York State Department of Environmental Conservation’s recommended greenhouse gas target and creating a prioritized list of initiatives, a community survey to solicit input, and improved, recurring data collection on fuel, natural gas and electricity use so the commission can benchmark progress.
Council closed the hearing after accepting comments and indicated the plan will be updated to reflect submitted recommendations; no final adoption vote was recorded during the meeting.
