Cheektowaga approves Vector Solutions training agreement after price adjustments and attorney review condition

The Town Board approved Resolution 2024‑756 on Dec. 10 to enter a services agreement with Vector Solutions for a learning management system intended to streamline employee training and compliance.

Jay Toles said staff negotiated adjustments after an executive session to correct employee headcount assumptions and the contractor provided a revised quote with per‑classification pricing and a 12‑month rightsizing clause. Toles said the police department’s sworn positions were fewer than originally quoted and that staff worked to secure a lower per‑head price consistent with a higher licensing tier used in the quote.

Council members asked for a clear annual cost to appear in the resolution rather than a statement of 'savings.' The board amended the resolution to reflect a quoted annual cost, removed a specific savings whereas clause that created ambiguity, and added a condition that the town supervisor be authorized to sign the agreement subject to approval by the town attorney. The amendment passed and the final resolution was carried by roll call vote.

Board members emphasized the need for staff to provide accurate headcounts for final invoicing and noted a 12‑month review clause in which license counts will be reevaluated. The contract language discussed requires the vendor to adjust pricing if employee counts change for subsequent years.
