Las Vegas recommending committee advances code change to preserve parts of 2050 master plan

The City of Las Vegas recommending committee voted Dec. 16 to advance Bill 2024-40, a proposed amendment to L V M C 19.16.030 intended to preserve land‑use designations established by the 2050 master plan and provide a streamlined process for limited general‑plan amendments.

Seth Floyd, director of community development, introduced the bill and turned the presentation to Marco Velotta of the Department of Community Development, who said the ordinance responds to a sunset provision in the plan adopted in June 2021. Velotta told the committee the original 2050 amendment changed designations for roughly 3,000 parcels and that the proposed code change would allow the city to continue to implement the plan and to process targeted amendments without the city having to initiate every change.

Councilmembers focused discussion on an appealability provision. Velotta said that as drafted the provision vests decision‑making authority with the director and that changes would be allowed "based on the owner's submission of convincing evidence." Councilwoman Victoria Seaman said she had expected the committee to include a route to appeal to the council and stated she would not be comfortable without such an appeal. City staff noted prior councils generally did not want to review small, individual parcel changes and said removing appeals would strengthen adherence to the master‑plan vision for the highlighted areas.

After discussion the committee voted to approve the bill as written and advance it to the city council. Staff announced Bill 2024‑40 is scheduled for a city council hearing on Jan. 15, 2025.
