Mesquite RDA tables proposal to let director approve grants under $50,000

The City of Mesquite Redevelopment Agency tabled a proposal to let the agency director approve grant applications under $50,000 without bringing them before the board.
Board Member Bogaer recalled that staff used to approve grants up to $50,000 with a right of appeal to the board and said the question of whether to return to that process should be addressed when the board considers RDA 2.0. Board Member Fielding said she agreed with waiting to make that procedural change until the new RDA structure is finalized.
Board Member Bogaer moved to table Item 2.2. Board Member Gallo seconded. The motion passed by voice vote.
During the discussion, Bogaer noted that because the existing RDA expires in three months the procedural change is largely moot for the current program; several members said they were comfortable considering the staffing delegation as part of planning for RDA 2.0 rather than acting immediately.
The board gave staff direction to revisit grant-approval procedures as part of the development of the next RDA framework, and no change to current small-grant approval authority was implemented at this meeting.
