City Commission approves routine minutes, several resolutions; declares election results and requests Attorney General opinion on P&L fund use

Minutes and agenda: Commissioners moved to approve minutes from Oct. 2 and the Sept. 18 Shade meeting, and then adopted the Nov. 6 agenda with two late additions: 11d (city clerk to declare election results) and 11e (city attorney to request an Attorney General advisory opinion). The clerk recorded the motions as carrying.
Administrative resolutions: The commission authorized a three-year agreement with the Peabody Auditorium Foundation Inc. to support the Peabody Auditorium, reappointed members to the Code Enforcement Board for three-year terms, and approved a resolution authorizing the purchase of fire engine pumpers and related execution by the city manager. Motions were moved and seconded and recorded as carried.
Election results: By resolution the commission declared the Nov. 5, 2024 municipal election results: Ken Strickland duly elected as city commissioner Zone 2; Derek L. Henry (unopposed) declared duly elected as mayor; Stacy Cantu (unopposed) declared duly elected as commissioner Zone 4; and Paula R. Reed declared duly elected as commissioner Zone 6. Terms commence Nov. 20, 2024.
Attorney General advisory opinion: The commission authorized the city attorney to request a written advisory opinion from the Florida Attorney General on whether section 553.80 permits use of excess Permits & Licensing (P&L) fund balance to pay for construction of a new building to house the city's P&L division (including land and site improvements), or alternatively to use the funds to purchase or modify an existing structure; staff explained the memo framing that will accompany the request.
No controversial roll-call votes were recorded in the transcript; the commission instructed staff to follow up on multiple items raised during the meeting.
