The City Commission on Dec. 4 approved on second reading a rezoning and planned development agreement (Terrace Avenue HomeSpring Hope) to allow construction of six affordable single‑family homeownership units on about 0.74 acres at the southeast corner of Bellevue Avenue and Terrace Avenue.
Neighbors and speakers expressed safety and parking concerns at the neighborhood meeting and at the commission hearing, noting Terrace Avenue’s paved width of about 18 feet, the potential for overflow parking to impede access to Bellevue Avenue, and narrow alleys for rear loading. Les Thaxton and Anne Ruby urged the commission to require clearer parking solutions and requested no‑parking signage and other safety measures.
Jessica (applicant representative) said the product is alley‑loaded with rear two‑car garages and full‑size driveways intended to minimize on‑street parking. Planning director Dennis Merzak indicated the city could install parking controls in the right‑of‑way and the commission directed staff to coordinate signage and public‑safety measures to address neighborhood concerns before or at ground‑breaking. Mayor and commissioners praised the homeownership focus and the HomeSpring program while asking staff to monitor implementation.
The vote to approve the ordinance carried unanimously (7-0). Staff will follow up on signage, alley access and neighborhood outreach as construction approaches.
