Board narrowly approves text amendment to allow light‑vehicle sales in limited RDM‑5 area (3‑2)

On Dec. 19 the Daytona Beach Planning Board recommended approval of a legislative text amendment (DEV2024‑768) to add sales and rental of light vehicles as a permitted use in a limited portion of the RDM‑5 redevelopment district along West International Speedway Boulevard.
Dennis Rose, planning director, told the board the amendment would permit sales or rental of light vehicles only on properties fronting International Speedway Boulevard between the railroad tracks and Helmy Place. The change is constrained to that area to allow redevelopment of currently nonconforming dealerships and to encourage required landscape, signage and building design upgrades under redevelopment standards. Mr. Rose emphasized that recreational vehicles would be excluded from the permitted use.
Several board members raised concerns that permitting vehicle sales in the ISP corridor could harm the area’s gateway character and tourism appeal. Supporters said the change could allow vacant parcels to be redeveloped to a higher standard than current nonconforming uses. Mr. Rose said redevelopment staff and the Midtown Redevelopment Board reviewed the approach and had no objection to the limited change.
A motion to approve the amendment passed on a recorded vote the chair summarized as 3–2. The board’s recommendation advances the amendment to the City Commission for first and second readings on Feb. 5 and Feb. 19, 2025.
