The Daytona Beach Planning Board voted Dec. 19 to recommend approval of a text amendment (DEV2024‑397) that would permit self‑storage or mini‑warehouse facilities by right in the BR‑2 business shopping center zoning district, subject to specific use standards.
Emilio O’Brien, senior planner, explained the amendment would allow only interior‑access storage units as part of a mixed‑use development, prohibit exterior storage or RV/boat storage, and require interior corridors without direct exterior access. Staff recommended the amendment with modifications to align the proposed text with city planning objectives.
Megan Smith of Gardner Burr Hudson, representing IMC Equity Group, said the change would allow repurposing vacant shopping‑center space (for example, at Bel Air Plaza) and provide secure storage options for residents. She cited Self Storage Association data that roughly 13% of households use storage facilities.
Board members raised concerns about the potential proliferation of storage facilities, particularly on the beachside, and asked staff to examine whether separation standards or location limits should be considered in the future. Staff noted the BR‑2 district is limited in extent and suggested the board could ask staff to study separation or spacing standards if members wished.
A motion to recommend the amendment as presented passed by voice vote. Staff will forward the draft amendment to the City Commission for first and second readings on Feb. 5 and Feb. 19, 2025, respectively.
