The Daytona Beach Planning Board voted on Dec. 19 to recommend approval of a major preliminary plat that would replat an existing parcel east of International Speedway Boulevard into nine retail lots.
Planner Luke (City Hall) told the board the application, brought by Mark S. Stoust on behalf of Ralph Pagliano of Volusia Retail, covers roughly 20–21 acres and proposes subdividing the parcel into nine lots. The staff report concluded the plat meets Article 7 lot‑dimension, access and infrastructure requirements and conforms to the Volusia Square Plan District Agreement. Approval of the major preliminary plat allows the applicant to move forward to final‑plat processing.
Project engineer Mark Dowst (Mark Dowst and Associates) said the split is intended to allow major tenants to be financed or redeveloped independently, similar to other shopping‑center replatting projects, and that leasing activity has improved after recent ownership changes.
A board member moved to recommend approval of preliminary plat TB2024262; the motion was seconded and approved by voice vote. The item will be forwarded to the City Commission for final consideration and subsequent final‑plat review.
The staff report provided a site map and noted the prior rezoning for the Volusia Square Planned Development was approved by the City Commission on Oct. 4, 2023. The plat proposal and the district agreement remain subject to applicable final‑plat requirements and infrastructure conditions.
