Council approves water-rate adjustment and authorizes wastewater planning grant; hears project updates

Staff presented several operational and capital items in the meeting. Alan provided project updates: 90%-complete prints for a vault project, progress on backup generators, and plans to submit application materials for a wastewater facility planning study with a target to complete the study by the end of July.

Water rates: Council considered Resolution 2024-6 to set water rates (including a per-1,000-gallon rate for the bulk water fill station) and approved the resolution following a motion and second. Staff noted the resolution covers separate customer classes (business, schools, churches) and the bulk-fill-rate mechanics.

Wastewater planning grant: The council reviewed and approved Resolution 2024-8 authorizing the mayor to sign applications, funding agreements, and related documents for a DEQ wastewater planning study (the transcript referenced a $130,000 grant with local match required). Council moved and seconded the resolution and approved the authorization by voice vote.

Other business and approvals: Council approved a business license for a project-improvement engineering firm and accepted routine payables. Staff said the wastewater planning study will examine infiltration and flow issues and seek cost-effective fixes to reduce plant flows rather than immediately expanding treatment capacity.
