Soda Springs council adopts FY2025 appropriation ordinance

The Soda Springs City Council adopted Ordinance No. 704 on Aug. 21, approving the city’s annual appropriation for the fiscal year beginning Oct. 1, 2024 and ending Sept. 30, 2025. The ordinance was introduced by title only and passed by roll-call vote after a public hearing on the proposed budget.
Mayor (speaker 1) opened a public hearing required by Idaho Code 50-1002 and staff described the proposed budget as roughly in the mid- to high‑$20 million range, noting that about $14 million of the total is listed as grants and therefore contingent on award. Staff reiterated that grant-dependent expenditures will only be spent if the grants are received.
After closing the public hearing, a motion to introduce and then adopt Ordinance No. 704 passed. Roll-call votes recorded Councilman Hart, Paul Gritton, Councilman Carpenter and Councilman Worthington as voting "Aye"; the mayor declared the ordinance adopted.
Councilmembers also discussed enterprise funds and proposed modest rate increases for utilities. Staff said the city plans public hearings on enterprise fund changes (garbage, water and sewer) at the first or second meeting in September; the council noted water and sewer proposals near a 5% increase and said those hearings will be posted by public notice.
The ordinance was read by title as "the annual appropriation ordinance for the fiscal year beginning October 1, 2024 and ending September 30, 2025, appropriating the sum noted in the ordinance to defray the expenses and liabilities of the city of Soda Springs for said fiscal year, authorizing a levy of sufficient tax on taxable property and specifying the objects and purposes for which the appropriation is made." The exact appropriation amount is stated in the ordinance text as read at the meeting.
Next steps: the ordinance moves forward as adopted and the city will publish required notices; separate public hearings on proposed enterprise rate adjustments are scheduled in September so residents can testify before the council finalizes any utility rate changes.
