City staff said the project will lengthen Taxiway A by about 400 feet to match runway length created in earlier projects. The city received one bid from LTM Inc for $2,064,955, which exceeded the engineer's estimate. Using the project budget and contingencies, staff estimated total project costs could reach roughly $2,474,000; the FAA grant was described as expected to cover about 90% of eligible costs (staff cited an FAA grant figure of $2,080,826).
The council voted to award the construction contract to the lowest responsible bidder, LTM Inc DBA Knife River Materials, contingent on the FAA grant offer. Council also authorized a task order with Mead & Hunt for construction-management services (negotiated fee in the $247,000 range, subject to FAA approval). Staff said the city had applied to Connect Oregon for additional match funds and that the Connect Oregon committee had recommended funding which could reduce the city match to roughly $60,000.
Next steps: staff will not issue a notice of award until the FAA grant offer is in hand and will coordinate grant conditions and required consultant approvals with the FAA.
