Sanford City Council voted Dec. 17 to award an engineering contract to McGill Associates for the Washington Avenue neighborhood revitalization project, a Community Development Block Grant (CDBG) funded effort intended to provide affordable housing for low- to moderate-income residents.
Staff said the city solicited qualifications, received three responses, and that a selection committee in August 2024 scored the submittals. "They stood out because of their experience with subdivision and infrastructure projects and their project understanding and their technical approach," staff member Mary DePena said. The council approved the contract award by voice vote after a motion by Ms. Debs.
The presentation included the consultant selection materials and the scoring matrix; the council did not raise substantive objections during the discussion.
Staff will proceed with contract execution and next steps for project design under the CDBG program.
