Council approves first reading for UGB swap that adds Charter Oaks and amends UGMA

The Roseburg City Council on Aug. 12 gave first reading to Ordinance 3604, a multi-part amendment to the city's urban growth boundary (UGB) and related agreements.
Staff explained the ordinance package amends the UGB by removing the Sarafin and Atkinson properties and adding the Charter Oaks property, de-annexes the Sarafin and Atkinson parcels from the city, annexes a portion of the True Street right-of-way up to the new UGB line, applies a low-density residential designation to most of Charter Oaks, designates 17.5 acres owned by the Roseburg Public School District as public/semi-public, and amends the Urban Growth Management Agreement (UGMA) to include Charter Oaks in sub-area 2.
Staff said the packet includes legal descriptions and exhibits for each parcel and noted the ordinance action is contingent on Douglas County Board of Commissioners approving their portions of the swap. The findings attached to the packet address a wide range of written comments and public testimony that the city received during the process.
Council members asked technical questions about specific code alignments (manufactured-home exterior standards, open-space requirements, slope thresholds and airport-area standards) and staff explained the changes generally align county code with current city standards and update a document last revised in 1994.
Speaker 9 moved to adopt the findings of fact and order for file CPA 23-002 and proceed with first reading of Ordinance 3604; the motion was seconded and carried. Council gave first reading of Ordinance 3604 and notified the county to schedule its hearing where the county has jurisdiction.
