Commission recommends award for Southeast Stevens water-main replacement and approves IGA recommendation with RUSA

The commission recommended that City Council award construction of the Southeast Stevens water-main replacement to the lowest responsive bidder (Kradar Enterprises) and unanimously recommended the city manager be authorized to negotiate an IGA with Roseburg Urban Sanitary Authority to include sewer work; staff said funds are budgeted and RUSA's share is about $270,397.
The Roseburg Public Works Commission voted to forward to City Council a recommendation to award the Southeast Stevens Street Water Main Replacement construction contract to the lowest responsive bidder and separately recommended authorization for staff to negotiate an intergovernmental agreement with Roseburg Urban Sanitary Authority (RUSA) to include sanitary sewer improvements in the same project.
Staff described the project as replacing approximately 2,700 lineal feet of 6-inch cast iron main installed in the 1930s with new 12-inch ductile iron main between Southeast Sykes Avenue and Southeast Oak Avenue; the work also includes about 450 lineal feet of side-street connections, 46 water-service connections and five new fire hydrants. The construction portion for Southeast Stevens was bid and three bids were opened July 2, 2024; staff reported the engineer’s estimate at $1,847,193 and said funds in the FY24–25 water fund budget include $2,000,000 for the project.
Staff recommended award to the lowest responsive bidder and noted the construction portion and related costs (construction management, inspection, contingency) produce a total estimated local cost of about $1,997,073. The staff packet listed a construction bid value for tabulation of $1,708,905 and identified Kradar Enterprises Inc. as the recommended low, responsive bidder. "The existing main has reached the end of its useful life and is in need of replacement," staff said.
Separately, staff said RUSA has requested to include sanitary sewer improvements in the city’s contract under a separate IGA; RUSA’s calculated share of the project is $270,397.17, and RUSA has 10 days after bid opening to decide whether to proceed and 45 days after award to provide payment for its portion. The commission voted unanimously to recommend awarding the contract to Kradar Enterprises and unanimously to recommend that City Council authorize the city manager to negotiate and execute an IGA with RUSA if RUSA proceeds.
If the council accepts the recommendations, staff said notice to proceed would be issued in August 2024 and the contract allows 180 calendar days for completion, with a winter pause November 1–March 3 and a final completion date of Aug. 29, 2025.
