Commission discusses updated water-master planning and reports Edenbauer railroad-crossing repair timeline

Commissioners used the June 24 meeting to press staff for more precise population-projection data underlying Roseburg’s water master plan and to get an update on the Edenbauer railroad crossing repair schedule.
The chair noted prior population projections used in the water report were erroneous and affected land‑use outcomes, including earlier efforts to include Charter Oaks within the urban growth boundary. Staff said the city currently has about 12,500 service connections serving roughly 30,000 people and that the earlier master plan had used a higher growth-rate assumption (about 2.5%). Staff said the city’s adopted growth-rate assumptions are now closer to 1% for the county and about 1.2% for the city and recommended a new water-master-plan update to review growth assumptions, tank and pump-station needs and investment priorities.
"We have 12,500 connections, and I think that serves about 30,000 people," a staff member said when asked about system size. Staff also described how conservation measures and low-flow fixtures have reduced per-capita consumption and that some long-term transmission-main replacements and redundancy projects remain appropriate regardless of growth-rate assumptions.
On the Edenbauer railroad crossing, staff said the city ordered concrete panels on Tuesday, with a six-week lead time and delivery near the end of July; staff is targeting a mid‑August weekend shutdown to rebuild the crossing, subject to railroad scheduling. Staff said the city has previously supplied panels for crossings and will coordinate installation with the railroad’s contractor.
Commissioners and staff agreed a master-plan update would be timely if the urban-growth-boundary swap proceeds and recommended staff return with more complete population‑projection data for future deliberations. The chair confirmed the next meeting date and adjourned the session.
