Commission recommends $1.18 million award for Northeast Stevens Street inlay

The Roseburg City commission recommended the city council award the Northeast Stevens Street roadway rehabilitation project (project 24PW01) to Knife River Materials after staff presented bid results on June 24.
Staff said the low construction bid from Knife River Materials was $1,175,355 against an engineer’s estimate of $967,993. The total available construction budget presented to the commission was $1,365,000, which included transportation fund allocations, a streetlight/sidewalk fund contribution for ADA ramp replacements and $100,000 from the storm-drainage fund for required storm improvements. Staff noted the project includes resurfacing, a 240-square-yard dig-out to stabilize an area with an old concrete road bed, and replacement of 10 ADA ramps.
Commissioners questioned the disparity between the engineer's estimate and the low bid; staff said higher grinding and traffic-control costs explained most of the difference and expressed confidence in Knife River based on prior city projects. An unidentified commissioner moved to recommend award to Knife River for $1,175,355; an unidentified commissioner seconded and the motion passed by voice vote.
Staff said, if council approves, the notice to proceed would be issued in July and contractors would have 90 days to complete the work.
