Police staff asked the council to authorize purchase of four fully upfitted 2025 Ford utility vehicles using state bid pricing. The presentation listed a state bid price of $47,425 per vehicle and estimated upfitting at about $20,702 per vehicle; staff said a total of $292,000 was budgeted in the vehicle replacement fund. Council voted to approve the purchase; the motion recorded the purchase price as $291,787.
Separately, staff reported a tentative three‑year collective bargaining agreement with the Roseburg Police Employees Association. Key items in the presented agreement were a 5% wage increase effective July 1, 2024; a 5% increase July 1, 2025; and an adjustment in year three tied to the Western Region Consumer Price Index (minimum 2%, maximum 5%). The agreement also includes a memorandum of understanding to pilot a 32‑hour workweek for the patrol division as a time‑limited pilot, with the chief retaining discretion to end the pilot. Council moved to approve the tentative agreement; the motion passed.
What happens next: staff will proceed with procurement consistent with the vehicle replacement fund and manage contract ratification with the union (the union is expected to ratify at its next meeting). Any contract ratification by the union and final awards over council thresholds will be handled per standard city procurement and labor processes.
