Commission backs $256,000 slurry-seal contract recommendation to council

City staff presented the 2024 pavement-management slurry-seal project (project 24PW02) to the Roseburg City commission on June 24 and recommended awarding the contract to the lowest responsive bidder, VSS International, at $256,000.
The staff member said bids opened June 4 and three bids were received; the engineer’s estimate was $243,172.50 and the low bid priced slurry at roughly $3.23 per square yard versus the estimate of $3.00. Staff said the project covers about 3.25 miles (approximately 58,000 square yards) across 20 street segments and is budgeted in the FY24–25 transportation fund with $250,000 allocated plus an additional $50,000 available.
Commissioners asked whether the project used slurry seal or a fog seal and how long the treatment is expected to last. The staff member explained the difference (slurry includes fine aggregate and typically returns the surface to service for roughly 7–10 years depending on budget) and said the low bidder provided required documentation and was judged responsible and responsive.
An unidentified commissioner moved to recommend the city council award the project to VSS International for $256,000; the motion was seconded and approved by voice vote. Staff said the bid results will be presented to council on June 24 and, if awarded, the notice to proceed would be issued in July with a 60‑day contract window for completion.
